If you get both outgoing and incoming heal debuff on healer his self heal will be reduced to 25%.

No. Your statement is factually wrong. The heal debuff tactics from Dok, Zealot and RP do not stack with any other heal debuff. I'm 95% sure the m4 "Windblock" from Zealots does not stack with any other healdebuff either.

PS: Others have also pointed that out, noting that snares and healdebuffs never stack, no matter the source/ type of application.

Just some more math:
The usual order grp has: 1 WP 1 RP 1 KotBS
The usual destro grp has: 1 Dok 1 Zealot 1 Chosen

Without heal debuff:

Order: (1 + 0.2 <wp outgoing>) * (1 + 0.25 <RP buff> + 0.15 <KotBS>) = 1.68 Heal
Destro: (1) * (1 + 0.25 <Zealot buff>) = 1.25 Heal
Taking a base 100 healing, a WP would heal 168 and a DoK 125. Thats is 34% more heal for the WP than the DoK.

With 50% incoming heal debuff:

Order: (1 + 0.2 <wp outgoing>) * (1 + 0.25 <RP buff> + 0.15 <KotBS> - 0.5 <heal debuff>) = 1.08 Heal
Destro: (1) * (1 + 0.25 <Zealot buff> - 0.5 <heal debuff>) = 0.75 Heal
Taking a base 100 healing, a WP would heal 108 and a DoK 75. Thats is 44% more heal for the WP than the DoK.

Conclusion: Even with a -50% incoming heal debuff a WP will still heal more than without any buffs or debuffs. Which is about 44% more than a DoK in the same setting. Imho this is not balanced in any way.

It is very reasonable to look at this in a vacuum, without taking morals, or other heal debuffs into account as they don't stack, and thus cannot change this.
