This suggestion is for dealing with 2 problems which always existed in War:
1. The advancement stop at top renown rank. All rpgs are eventually about advancing your character, so when you get to the point where you can't any longer advance it does hurt the gameplay. In RoR at least you got rr255 as top rank compared to hard stop in AoR, but still rr80+ it not real advancement to toon.
2. Getting burned out from rvr. Other mmos usually have several types of activities, so when you got tired of doing something specific you can switch to some other activity, while War from the beginning had only rvr/sc, resulting in circle of play/get burned out and take a break from War/eventually get back till you get burned out again.
Looking at problems which War encountered in the past, as well as at the two problem which this suggestion tries to solve, the solution does needs to meet a specific conditions:
1. Prevent additional power creep on top- the additional advancement must equally apply to both low and top ranks, instead of just adding power to top ranks.
2. Based on 1- the advancement must not be based on toon's personal power, to prevent full sov toons of zerging it in a day. Another option is difficulty scaling with toon's power, but this option creates a situation where advancing his toon instead of being beneficial will actually make things harder for player, which isn't really desirable.
3. To prevent another power creep, and to prevent a situation where player maxes out the advancement in a short time, bringing back the problem 1, the advancement must be slow, with constant but small bonuses to player.
4. Preferably, not to feel like grind (kill 1000 mobs of X type). Possible solutions- instead of time investment being performing same action many times, make it so player has to invest time performing non repetitive actions (for example, travel to 10 locations each taking a long time to reach, and kill 1 mob of specific type there/ tag a specific item there/ perform a specific emote there).
5. Possibly- since it is always fun for player to know that there is a chance for extra rewards while performing actions, add a chance for actions to give extra reward which does not affects gameplay- chance to get a trophies, chance for specific currencies drop, etc.
Now looking at War mechanics there are many possible ways that this form of advancement can be implemented, some possibilities:
1. Tome of Knowledge- ToK already has a similar unlock mechanic, so adding this form of advancement will only take adding extra rewards to specific entries/possibly adding new entries.
2. Lotd reliquaries- minigame where player has to visit several different locations in zone searching for item which spawned in one of them, then repeat the process. Preferably, with personal item, to prevent over competition for item in busy hours.
3. Performing a specific emote while targeting a specific class at specific location, while also possibly having a specific pocket item/trophy equipped.

What you describe is usually the thing the original game and the devs here try to emulate with the weekend warfronts, twitchdrops or Halloween and Christmas Quests, show emotes and such.
Although I agree they can't keep you from burning out at your RR 80 characters. Also I agree that powerup your RR 80 even more would be a balancing issue.
But what if you can do stuff on your RR80 and then powerup one of your Alts you don't want to grind through the game:
Bind on Equip XP Boosts
Bind on Equip RR Boost
PQ coins to be intertradeable
Stuff you can send between your chars. The Twotch drop system is already there for select the drop for one of your chars.

i wish there was some kind of xp boost for leveling alts, while its not the worst part of the game there are times it comes close.
people are allergic to grouping up to do scenarios and solo queueing you get 6 rdps and 2 dps healers. everyone i know leveled a bunch of alts when the getting was good like 4 years ago.
