Issue:
In chicke points where areas are confined slayers can spam ID on each gcd (due to cd reduction) on different players causing massive aoe which is undefendable due to rampage.
There is limited counters to this and any counter rely on significant timing.
Scenario is WB with 4+ slayers on coms , pop rampage, cd reduction , spam ID . Significant numbers of ID will be applied regardless of counters due to number of slayers, catching the fat babies, disrupting thier game play.
The result is huge WB wide damage spike with very little counter.
Issues:
ID equivelent to channeled Choppa GTDC 20 sec cd ID 5 sec (majority of skills at this level are 20sec cd)
ID aoe none channeled so no loss of auto attack
ID large damage potential including all procs
GTDC double sided as gives immunities and random target pull
Solution 1
Stop ID from being affected CD reduction, similar to soc infernal wave
Solution 2
Stop ID explosion from being affected by rampage
Solution 3 (yes missed this Gurf)
Increase CD of ID to 10 (or more) to counter CD reduction

Did you try playing in an organized warband in city? Most of them seem to do fine when playing properly against slayers, you can AP drain them, you can snare them, you can punt them, you can Challenge, you can Bellows, you can KD them, you can disarm them?
I've seen plenty of city scores where Order slayer stacks lose versus organized destro warbands.

You can use your own faction cd reduce abilities (choppa, black orc) to bolster your cleanse capabilities mentioned by @Bozzax.

Slayer/ID spam is incredibly strong DPS (best in the game more or less), and a good strategy for Order.
It's also completely counterable by a number of methods, some of which stated in this thread.
It's sometimes a shock to destro players because they cannot play like they normally would. You need to play "around" a slayer stack usually, and that means knowing what you are facing and how to deal with it. Now of course you still might lose doing that, but the main point I'm making is that this strategy seems very strong when you don't know how to counter it or don't want to put the effort into thinking on how to counter it.
The same goes for Destro strats and Order groups who don't know how to counter. It's just that the slayer strategy is extremely effective (if one dimensional) so the counter to it isn't "hey go blob up and try to DPS race those slayers" (that's exactly what the slayer stack wants you to do).
