Conversely we could do the exact opposite and "un-instance" city and make it like a big old fort. Lets do like 400 vs 400 as cap or something and watch the server burn.

Actually that's one idea i proposed not long time ago. Make Fortresses be 24vs24 and make Cities be 400 vs 400, it makes sense since a City is huge. But, zerging around and spamming AoE is what we want? I think oRvR does that already. It's probably good for testing out stuff.
