Everyone keeps telling me that if I want PvE rewards I should do PvE.

Well guess what ... you want RR ... get out of the silly dungeons and do some PvP!!!!

Seals are not only from T2/T3. There are also seals from T4.

In T2/T3 there are repeatable kill quest in RVR which gives you Exemplars and they are updating in the same time (so at the end of a kill quest you can get 20 seals)
In T4 there is only 1 quest which gives you 5 Paragons.

In conclusion, seals are from T2-4.
