As it currently stands, with a few specific examples (Solar Flare mostly) specced m4 are pretty much never used, because of combination of 15 points cost from one hand, and lower morales lot of time being better + taking 3 min to build without moral pump from other hand.
The suggestion is to change the speccable m4 into m1 or m2 slot, so that they can be possible to get to in a reasonable time, justifying the cost and making them a reasonable spec option.

Some mastery morales warrant their m4 status but morale gains in ror are too slow to justify speccing into them. The really is no need for the nerf now that bombing has been dealt with.
Those m4 abilities need to be adjusted on a case by case bases, as they never were on live. The whole mastery system was set up last minute, and it shows.
A morale 4 ability to slow down morale gains for one player? A 50 stat point increase?
...and those hot/dot morales.... they’re way too slow to apply any pressure or support.

M4 is situational, but they are still used (mainly for pushing into keeps/forts)

it was in reference to something else that builds upon your stuff. As I said above, some m4 abilities are too strong to be m1 or m2. Solar Flare... Burning Head... but then you have silly ones like Steal Yer Thunder, overwhelming dread, vision of torment, joy of the hunt, divine amazement (which is weaker than its direct mirror)
...and morale abilities that do the same thing as "archetype" Morales that require no additional investment: Rune of Ending vs Rampaging Siphon. RoE does a little more damage but it takes at least twice as long to get.
All of that, except the morale rate, is mythic's doing. they were rushed and never got around to fixing it.

I've only seen them in forts, and it's nothing more than a waiting game. Even then it's only the bombing ones and class archetypes that you see.
Forts are something else all together. You only "win" a fort if your side has fewer sub-40s without AE skills, or if the other side throws.
All things being equal, or close to, defenders will always win.

As M3 some would make sense, considering cost of 16 mastery points and instead of waiting 3.5mins you'd need maybe 1.5mins, as it is now 95% of the speccable M4's are "dead content" due to being out of reach and requiring spec adjusting for an ability you might use max 3-5 times per hour if you spend very long time in a combat without dying or getting drained.

The ones which will be found out to be too powerful will need to be adjusted.
However, specifically:
Flawless Defense- general healer aoe melee 4.5 k absorb m3, pretty much the same result. Tank m2 Distracting Bellow, a aoe 50% dmg reduction- pretty much the same result.
Excommunicate- has no effect vs ability absorbs (doks/zealots have several of those, including that aoe melee 4.5 k absorb m3), absorb pots, and most likely vs heal pots/lifetap heals (since regular heal debuffs have no effect on those).
Unleashed power- what is the ICD on it?
Sprout Carapace- see Flawless Defense above, and zealot m2 Eye of Sheerian. 30 sec duration is nice, however question is if it is worth giving up Distracting Bellow for (not to mention that chosen resists aura already is likely to put team close to resists caps even with debuffs).
Forked Aggression- good, however question is what it affects, as in whatever it affects say Riposte dmg.
Crippling Terror- countered by Focused Mind m2 which all healers got. Not to mention that zealot already has a 4 sec aoe silence (unless the tactic is bugged), or that dok/wp aoe 6 sec stagger m3 does pretty much the same thing. Not to mention kotb/chosen/magus/engi 5 sec aoe nonmoral staggers.

3.5 is ridiculous for something that’s so integral to the game. It really the biggest issue these m4 abilities face.
The ones posted up there should remain m4. I think they should all be m4 and balanced accordingly, but should have various morale point requirements. Debuff, lowest- single target abilities, similar,-heals and buffs- more than s/t and finally, ae damage abilities at the maximum.
Last I heard they weren’t touching them or interested in this kind of feedback.
It’s yet another dead aspect of the game.
