Marks/oath runes off gcd

Zealot/rp gameplay in dedicated group is quite tedious since you need to recast marks/runes after each loading which is very tiresome and annoying.
Since there are no indications for making runes/marks persist through loading screen then my proposal is to remove gcd on them.

If possible make them off gcd only while not in combat. This is not ideal solution but will still speed up abit all this non stop recasting. Now you spend 6 sec, if out of gcd that could go down to 2-3, so much faster. Still annoying but better and kinda easy fix

It is also quite confusing that the Rez Rune/Mark was changed to last only 10 minutes while the buff itself persists. I often find myself relying on that rune, only to realize the 10 minutes have already expired. I think there needs to be a different solution - I also don't see the reasoning why it is not allowing to use the 2nday effect similar to every other rune for an hour. It's far from gamebreaking be it PvE or PvP and quite easy to spot if someone has it on them. It could be however a unique buff that you can use only on 1 target instead.
