You dont familiarize trough pve you do via pvp
So doing only pve does nothing for you once you get to pvp after 16 you will just get crushed even more.

you are not forced to solo pve. Simply no one do it because is useless in t1making it worth would be better (exmple PQ give renown)
concerningn the stomping it will always happen. The gear difference will ever be there.

Getting ready for a fight you need to spar people, pve is equivelant to a boxing bag, yes you can train on it but it wont make much difference , cus you dont know how opponent hits and how to dodge and get away from hits.
You can try your combinations but whit a real opponent hardly any will land
And thats why you need to spar right away

by gettnig zergcamped (as most t1 is nowaday especially in offtime) is not spar. Is afk in camp while other faction locks zone. Bringing crates for 40 mins for lock a zone is not sparring. Let's accept the obvius: t1 is dead unless events like last time happens. most of the offtime is just box carrying

Other brackets would be good get sick of T4 real fast have lots of maxed out chars and when above rr 80 you feel no progression. Would like to make new chars to play in the lower tiers again. Going from T1 straight into fights with T4 players your just free kills.

Well at 15 you're supposed to do the city dungeon, which will ding you lvl17 with a full set of armor. You can be armor, toughness, main stat capped. They're only facing sov players in the rvr lakes as well, and the rvr lakes are full of non-sov and undergeared players where full keepers+talismans is better stat wise.

You're missing abilities sure but you're hardly a free kill.

The problem is new players don't know how to play. Maybe more tutorials could help them.

Sub40 players are absolutely a free kill for any remotely competent 40/group of 40s/wb of 40s/etc. I think people made up this narrative otherwise to rationalize their embarrassing losses to sub40s.

In the rvr lake it's a mix of levels and gear. Fresh t2 can blend in just fine if they keep their gear at their level.

In the rvr lake lowbies, even an snb tank, evaporates upon first engagement. The difference especially in terms of defenses is enormous (and in terms of main stat for dps you're still way behind even a vanq tier 40)

You do not have better stats at lvl 29. My shaman is fresh 40 with 850 wounds, 400 toughness, 0% base chance to be crit, 900 willpower. Also +13ap regen/second. Way better stats than it had at 29 bolstered with full devastator and 15+ wound talismans in every slot.

Well lucky me I have 5 shaman one in sov/invader/vanq/sent/devastator and I can actually see the difference.

T1 is a painfull experience. I could agree with your suggestion if there were an option to skip T1 those who have a level 40 char already! Then the new char would start on level 16, or in the case of your suggestion, level 22.

Make bos matter and bring the resourse carrier back. You could actually heal it and dps it so it would create fight and it wouldnt be the same thing it has been for a long time.

no. close t1 already and make it only PQ and pve. T1 is the worst tier that makes many go away from server.
