it mostly depends on penril if this is more free to discuss or if a new proposal is required.
since many ideas are left here now I guess it's ok but ofc I'm not the moderator. so not sure.

Though the problems outlined in the original post still exist, I'll take the same approach as I took with Engy Stopping Power tactic. Since this exists at 3pts in the tree, there will be other, more important issues to take on first. Rejecting.
