From my experience the mechanic doesn't work. The cast time reduction is definitely not working, I don't know about effectiveness.

Mez spec runs chilling gusts, and as far as I know he still runs it. He doesn't play much anymore, or I'd expect him to chime in here. He's the first person I saw recommend using the tactic in a thread years ago. I'm using it currently simply because i pug it a lot these days and swell of gloom ends...

I think the current system is most likely the best. Support in general in most game formats is a thankless job. You do it because your good at it or you enjoy it, thems the breaks. If you play Choppa you want to make friends fast. I expect Hym and Da Wolf Ridaz are eager for new blood. Imo destro needs dps, at least NA.

Also, as a core racial tactic I don't think it should be extended to WH. I could be wrong; it's just like, my opinion man.
