I don't know why anyone would suggest Toughness on a BW, but I'd suggest Wounds. You'll have 240 more hit points to survive morales and other attacks. But I'd like to know why anyone would suggest Toughness in case I'm missing something.

Well Sov or at least some mix of Sov is BiS for like all of the classes. But if you were wondering - On the healing classes the Scenario gear is DPS specced gear. On Tank classes they're also DPS specced gear. And on DPS they're defensive specced gear.
