Scout is decent burst, but AP starved, much like WL. You can burst 6-8k damage with VoN, but you're standing for it, which in a meta dominanted by MDPS, charging mdps with no snare takes 3ish seconds to reach you... BW can do this burst while moving. Everyone plays Skirmish just to keep the pre-kite...

Starting out, 7-8k HP for Gunbad etc is fine, just spec into reduced crit and you'll be fine to tank that.

Make sure that you are 75% phys mitigation from armour. Add some reduced crit renown and a few initiative talismans and you can tank the 1st+2nd tier dungeons fine.

It should only affects positional attacks, so no it doesn't affect flanking.

You'll want pack hunting & primal fury for the most generic lol-burst build. The Heal Debuff can wait till RR50 as its only out-going which is not so great at focussing down DPS. Just assist on a good Slayer/WH/BW/SW and you shouldn't have many issues getting kills. Primal Fury + Flanking = 40% ...
