Can you contact any of the Community Management persons in Discord?
In discord you should usually just Pm that verification number to Return of Reckoning Moderator Bot, which sould take care of the verification. But If things dont work then Community Managers can help.

Is that happening only with this character and after its trying to load into the game world it throws you back to that screen? can you get in with other characters if you have? If you have other characters contact a GM ingame by pressing H and GM Appeals > Character Issues . request stuck character ...

Can you screenshot the RoR folder with files and filesizes shown can upload to imgur.com for example and paste the link here. From the description it sounds like its not fully patched for some reason.. possibly some weird directory permission issues or similar. could ofc be something entirely else ofc

Cursor could still work if the 3D rendering somehow stopped or went bust.

Try running windowed without borders instead of fullscreen
fullscreen off, window frame off

Might be that the GPU is going to sleep when its not on focus and then fails to come back to rendering.

Most likely cause is some sort of connection issue. Antivirus/Firewall blocking or Directorypermissions problem.
