Problem is that war was designet to fast know what is agains you (everycharacter have uniq look and sign. Might try deleting the profile for that character, it worked for me about a year or so back. Be warned tho, doing this will reset any addons to their default setting - meaning you will lose any UI customization you have done for that character.

In addition to using State of the Realm addon, you can use Zonepop to get a relatively accurate count of the players in each zone. It doesn't track hidden/anonymous players properly, but will still give you a good idea of the population.
