I always liked WAR because it mostly had a realistic approach on all the gear and not some "burning coal pits in the shoulders" stuff like WoW.

Let's be honest, that's not a choppa problem.

you can use chopfasta(shatter able) to counter shatter limbs(cleanseable)(cleanse>shatter) also it has awesome synergies with other classes, you have a pull/additional speedbuff, 100% crit tactic (ygs), and crit dmg, rampage is awesome for aoe and just medicore for st cause of basic game mechanic (...

It's an internal cooldown of the skill. It is hardcoded to only proc only once every second.

make rampage a M2..its more plausible. I'd rather leave it as a skill at the place it is right now, but more like mirror it to an offensive version of the BGs elite training. Next 4 attacks are undefendable for 10sec with 30sec cd, but the buff activation runs outside of the gcd. Something like this.
