SnB it cant because SM is the worst block tank. Try going 2H with full toughness and 0 chance to be crit.

The point is for a 15 point skill giving 3k for 1 gcd is more than equivalent , the argument given here is that other skill from other trees are so good that this level is only thing that would make it interesting suggest that the other skills are too good. What do you mean by 3k for 1gcd? You need...
