So Slayer can kill all destro class is fine, like in 20+ movies of Baracuda. He have op aoe dmg combinated with rampage is its fine. So i think this class is fine. If Slayer is so bad why we see so many Baracuda movies solo kiling ALL classes ? or 2 or more ppl ? I dont see a Choppa movies ? No good Choppa on destro side ? Because Rampage is quite good for 1v1. Don't think Rampage is "Op", rather very strong. And becoming possibly too strong as more and more Slayers/Choppas finish Invader gear which allows them to reach +70-80 armor pen values - which with combination of Rampage will lead to future imbalances. Considering it's cheap cost at 5pts...

Also what you are propose to do on bo is dumb why any should go that route and loose all left mastery? For gimp himself? Suggest a route where a comp not gimp himself to counter slayer instead! as i said above there is not. You maintain the Rampage is overperforming but it becomes increasingly obvi...
