Toughness has nothing to do with %s. it is a FLAT amount. % is irrelevant. Armor/Resistance works via %, NOT toughness. But since Toughness works in direct opposition with the offensive stat of the attacker, it would mean that the offensive stat would up the DoT damage the same way Toughness reduces it.
