I remember when the 2/2/2 SCs were forced and it was hour+ wait on DPS. People really don't want to deal with that. People paid Tanks to queue with to get short times. I think a good solution is what WoW has with bonuses for Queuing required classes to get more balanced but not sure it'll 100% solve...

Personally, I enjoy Short Tempter over Fierce Might so your milage may vary.

2H is generally worse than 2x 1h due to Strikethrough on 2h weapons not as luctrative as 10% parry.
