That's VinyUI. You can download his pack and just install the Zonepop for WB part. That's what I did and it works fine. Question tho about ZonePop itself: we can sometimes (often actually) see people linking pop at the same time for the same zone that are really different, like yesterday one said 18...

There already are lvl 15-17 rvr or sc sets + shoulder and helm pieces from t2 epic quests. I'm currently leveling a toon in those levels and these gears do the job.
