No early tier reward is worth "slowing down", sure that chalice/tome in human T2 is nice but you'll get a better one on 29. Yeah, lets remove all rewards from lower tiers entirely. You will get something better at 29 anyway right? Why would you want to remove all rewards from lower tiers?

I use NB extensively for everything I can but I wouldn't cry if it was gone. It's just a convenience, that's all.
