When scenarios are happening the tier is good. It's boring otherwise. But I dont think the gains need to be adjusted. i haven't done these quests myself but i will say.. good luck getting a sc pop for T2/T3 especially during NA times. 45 mins - 1 hour wait to get a sc pop only to have it close because there isn't enough players.
