Thats not the same issue. You didn't logged them in for more than 12 months. These names were simply released again.

This also includes using the names of real people (political figures, porn stars, criminals, etc). This is applies to both your forum account and any character names.

Thats a known and already reported issue which need some scripting to have it working like it should. You can always check the bugtracker in such cases and if you find an entry - you probably have a broken quest.
