Guard damage isn't mitigated by anything (except wounds arguably).

IB has better burst potential, but you should also factor in potential wounds debuff from BG.

Defensive sov boots for tanks still have incorrect value according to patch notes. Warlord boots are correct. Offensive sov still has weird stats (8hp every 4 seconds on shoulders)

SC/PVE dungeons have DPS gear for tanks (city dungeons also have some nice influence rewards). No mention of ADM tactic or Wave of Scorn? ADM is pretty much essential to reduce pressure from guard damage, Elite Training won't save you there. Also allows you to pick up Wave of Scorn at 70rr which is too good to ignore.
