It was not. So making it avaliable for everyone or blocking it for everyone is fine. As for now its not blocked so ppl can still use it.

Same thing i was talking in patch notes post. NB is working the same as it was before the block. So still there will be ppl who r useing it. And there was a right question asked, when and if NB is goona be removed comletely?

Seems now that anytime you drag/move an ability on a hotbar while in combat a global 3s cooldown triggers. Afaik this is exactly what NB and other addons do.
