No one is going into a scenario with the intention of pve-ing. We want a scrap, and we have little time to find one. Three mobs to kill is too much tedium. You can blame players all you want. I think a fair compromise is to lower any grudge or hate ability requirement to 90 instead of 100. In my opinion no ability should require an entire career resource bar to peak. This is a good idea. These weapons are far from OP, and fashion hammer is a viable play style. Some ToK unlocks for them would be nice too.

Yes it appears that the mechanic is bugged for years now. It should give a scaling reduction in cast speed, but it's just a flat value correct? I have an 80 shaman, and 60 AM and I honestly pay so little attention that I don't even know. Also the stacks decrease one at a time rather than all at once...

This is a good QoL improvement. Most players want the initiative buff obviously, and this would enable a nice quick start for scenarios when people have an open world fight that they want to finish.
