yeah , it's pretty smart to think like that:
No TOKS = vanquisher
Vanquisher Toks = invader
Invader TOK= royal (only in city ofc).

It's more like the ward system in pve, and can't force returning 70+ to that painfull fort farm cause they will drop invader too in cities

Maybe the lack of reward (except heal/ap potion) is the core of the problème. Their is maybe an interest to get some Bind on loot TEMPORARY talisman/Stat Boost potion (that are less powerfull than their pair) for a certain cost (imagine trading useless invader for a +24 tali that expire in 2-3 days;...

It's to give you reason to care about RvR campaign, not just log for city. Kinda annoying while playing with multiple characters, but it's fine. Its not fine though, because the tok is locked behind probably the worst pvp content this game has to offer, the fort system. its easier right now to farm...
