spammable doesn't mean you should spam it, might be why your engi performs poorly. That's not how the evasion from stats work, also check gear sets + tactics/abilities. I don't think you play either class, Lash/Blunder are their bread and butter for AOE DPS. Watch Restlin in city or in a vid. Xergo...
