I don't get why you want to look at healdebuff in isolation. Balance wise you should look as how Mara performs in comparison to other destro dps (choppa, msh, mdok, we, dps shaman, rsh, dps zealot, Magus, sorc) and maybe dps potential of destro tanks. A 25% inc HD is a pointless ability. So essentially you have a worthless ability unless you equip a tactic slot. Its bad design. Its not a class or faction balance issue. Well how i see it mara has the all the debuffs and toola one could want. Its just fair that you need a tactic slot to healdebuff more. You can simply add a squig or witch elf or dok for healdebuffs. You refer a few times that sw has a hdb but yeah squig has exactly the same. I dont think mara needs...

Draining swipe core, Mutated aggressor 5 point savagery, tainted claw 9 pt brutality, make tainted claw 50% and then make tainted claw usable in brutality or savegery & brutality.
