I believe that's how it was set up initially by Torque during the redesign. I remember just spamming Slice (WE) without targets. It was reverted back pretty quickly. ...but I'm old and could be remembering incorrectly.

It also takes duos as preferential ahead of solos...so find a friend and duo-up

I pugged that city instance on my healer and won...my first city in MANY months. Thank you random SC que for the fair balance of tanks, dps, and healers.

Armor bypass is (x1.25) not (+0.25), so a 40% base becomes 50% (not 65%).
Every bit of armor pen is good, but need to play with your build to figure out what works best for you.
