I think people should stick to English on the public advice. And use /whisper when talking to friends in their native languages. Is what I do. Highjacking the advice with various mother tongues, not understood my the majority of players, is quite a bit rude. You don´t have to help other players ...

These Scenarios might have been exclusive to a Live Event or Weekend Warfront, or for some other reason were not generally available for players to fight in.
