TL;DR - it's a fundamental limitation of the UI. The information the UI makes available about untargeted players is very limited.

On the one hand, I agree that it's weird that you have a tactic at 30 that you can't use. I think a change to make that make sense is totally warranted. Either swap the level requirements of the two debuffs, or move the tactic up to 40. Personally I think swapping the two debuffs around makes sense ...

The lock happens when you *flag for rvr* for a different realm to the one you last were flagged for for the first time.

^still broken? In the patch they claim they fixed some bugs but I haven't had time to try this yet.

You have no idea the absolute horror of being kept hostage for 15 minutes 3 scens in a row so a premade group could farm the WC
I'm fairly certain the vast, vast majority of players have experienced this at some point. Including most premade players. I've definitely experienced that situation ...

Imo being 200 points ahead and 0vs40 by kills doesnt measure as winning and i would insta hit surrender at 11 mins mark.
As someone who much prefers getting kills to winning a scenario, even I must admit...there are some areas where you get to have opinions as to what winning means, and others ...

I haven't been in a gorup with RB stacking, but this seems heavy handed. Just do the first part and see what happens (only non-stealthed application)

AoE options are slightly different for shaman, but achieve largely the same effect. There's a tactic to make "Yer' a Weaklin" an AoE DoT - called "Look at Dem!", and as for a direct AoE, there's "Da Waaagh! is Coming" which hits enemies within 20ft of the target.
