Yeah, a bunch of stuff isn't functioning yet, but they're working on it. At least everyone is broken so it's mostly sorta kinda balanced. If not, just play one of the fun classes for now

I agree. Trying to level through the PvE was not my cup of tea. In vanilla WaR, I leveled several characters almost exclusively though SCs. Everything else was just dead and boring (unless there was an RvR going on). Plus there's a huge disadvantage for the lower levels until they get enough levels ...
