It's immediately obvious that there are players who have absolutely no understanding of balance.

Please rollback this patch as you obviously need a lot more time to get things right. Maybe take a minute and get together as a group and actually discuss if this is really needed and is how is it should be done.

Obliviously will need to wait till all gear has been re-balanced to fully judge if this works but you are REALLY overvaluing weapon procs, the fort weapon now has 8wounds? because of a %5 chance proc that does less that 400dmg? but the speed procs on weapons don't hardly count for anything nor does ...
