At no point should anything from PvE be BiS or near BiS. No BiS talis, No BiS weapons, No BiS armour. Stop the carebareization of the server.

I almost never play aoe sorc, just don't like that gameplay so take this as you will but I don't see how Cruel Reprisal does anything for the disrupt problem. It does not bypass disrupt, only procs every 2 seconds for pathetic damage and does not crit and you say its kinda soft mirror of flashfire ...

test templates need to get war emblems and the we template does not get any talismans

can't help much with the bugged healer, never seen that one but I use the mod Healall, makes it so you just right click the healer and it auto cleanses the debuff so no going through the npcs dialog screens.
