Ok so I tested quick escape, sudden shift does break it. I haven't quite looked at the new formulas in detail, but even if there is a difference in effectiveness between +10% Parry and +10% Block, one would imagine that the difference would be fairly marginal. If you want to min/max in a melee context, that marginal difference would matter, but as we all ...

TBH, as a lowbie tank you should just grind Ruin (which is easy to get) and go defensive SnB until you're better geared up. A R32 tank in Ruin can do very well, it's not so easy for lowbie DPS or Healers though.

Remove solo queing for sc's completely. The mindset this creates is toxic. Tie sc's back to the campaign. Only allow full groups of 6 to que.
