IB, balanced tank and quite active, low downtime.

Scenario mode is the learning place so you need initiative for ppl to play it so they could learn their classes. Then you will have quality rise
People don't want to learn their classes. People want to press button and get rewarded.
Blobbing is low effort and obviously that is what people like ...

So if I keep grinding Gunbad to get absurd amounts of Dungeon crests and then clear LV once I should be fully geared from LV?

No matter what I do not see this to be a major problem, there are PvE discords etc to solve these types of problems and ...

Stealth ability should go on a 5 sec cd everytime the stealther takes a direct hit.
I have seen WE/WH going into stealth with 3 or 4 people hitting them in melee range. That is just completely absurd.
moral 1 parry so dont attack front attack from behind :roll:

BG is DEBUFF tank.
What do they debuff that's so great? Because Chosen debuff toughness, resists, strength, etc. to all targets in range, passively. Oh, and wounds.
