We have a system that sets every name free which is not being logged in for more than 365 days. Seems the guy who helds the name you would like to have is logging that char once a year.

As i told you ingame yesterday: You can change it on your own. Make sure you have 1000 gold in your guildbank and you can use .guildchangename "NEW GUILDNAME".
