Both, its the mix of a lot of game elements which makes RoR a good game, open RvR, Small scale roaming, scenarios or even PvE-part with PQs (CH22) or Dungeons.

So i would sugguest you change your poll, because a.) RoR is mainly a PvP-Game (with PvE) and b.) an option for both is missing.

An overhaul of the RvR-System (campain) is needed and it should be the focus right now. Yes class balance is important too (adjust not something like the INI/WS change!!), but the core game is the RvR expierience. Thats the premise of the game, care about it!

Yes, absolutly. Maybe it should be a dynamic system, based on the overall population on T2+ (T4) and the AAO from the lakes to prevent any abuse.

Don't really have much to add that Nekkma didn't mention. For SnB, WW first, then get raking talons when you can.

The build you posted, when you add in WW it's something I have been considering for SnB PVE, because you don't need Raking Talons there. And Phoenix Wing spam is useful for holding ...
