It could be two things. Either try using a VPN to circumvent any issues, or there's slow response times from the server.
Looks like server responses are slower than usual, so that's my guess. Keep trying.

During the loading screen after you select the character you want to log in, have you tried typing /stuck twice?
If you're able to do that during the loading screen, it should port your character back to the safe spot in Norsca/Nordland, respectively.

If your name was truly changed, it most likely be due to terms of service breach.

The 2 files aren't corrupt. You need to download both of them and then use a program like 7zip to extract the art.myp file.
