I think a better idea that will go a long way it's to give some sort of reward to Pug Wb leaders.

It doesn't have to be something fancy, it can be as simple as +15% renown gain or whatever on the condition that the wb is open and that you can't premade it and then open.

Something I found extremely annoying bout the cone of fire is melee channels breaking if the target gets out.

I think is totally fine that you need them to be in the cone to launch the ability, but the fact they can break it by simply walking a bit to the side is very annoying

I dont know post-patch...but Slayers/Chopas are used as butcher/scavenger all the time cos they can mass aoe mobs so i dont see why you woudnt be able to pve with them.
