This was expected after armor penetration tactic nerfs.

I just log in my destro char and dont do any rvr or sc and then i created a fresh order toon and i got RVR lockout debuff. It is not making any sense.

1. Debuffs are main mechanic for all mmorpg games. They have to make kills faster when they are landed. This is why they exist. Especially, armor debuffs is one of the crutial debuff. The good thing they are curable by healers as counter mechanic.

Reason of each set should be clarified with upcoming item balancing like aoe set, st set, def set etc. New players mostly buy wrong set because of this uncertainty.
Regen gears need nerf obviously, i think community all agree (except def w.e's xD) but we need to convince devs somehow :)

it is now only 15%armor penetration for mutation required skills. Nerfed to the ground xD
