BiS items should not be restricted to time-gated Events. These should only give limited lifespan items, like it always has been before Twilight Tide.

I do not see why LV, which looks like it will be a difficult and lovely dungeon, should give tuned down rings compared to time-gated ones, restricted for those able to play one particular week in summer time. All events should give limited duration event items, with only cosmetic ones being permanent.

Still, IIRC, since some update Block / Parry can not be reduced more than down to half initial value.

I doubt Shield WP, having to slot STR talis to get the proper damage bonus for his healing to shine, has better defense than a Book WP with Armor Talis. Only extra thing Shield has is Block and more absorb with Benediction, provided he can it something.

Is the Base Heal part of new lifesteal abilities affected by the -20% Healing output of Divine Fury (new wording, was -20% casted heals before) and the -20% Healing output of Fanaticism (new wording, was -20% casted heals before)?

Currently Divine Strike is AoE heal of front line, usefull in wb and with Grace of Sigmar adding 2 targets, quite effective as AoE Heal for Shield spec.

On PTS Shield WP gets much better heals for his own group, but only ST Heal outside group.
