Hate to break the news to you, the majority of players just want to have fun, and not be responsible for YOU to have a good city experience. Also, 99% of the time pugs will always be matched against premades. It is like that is sc's as well.

i've gone to the trouble of grinding for this gem on 2 characters
in both cases they aren't for DPS, one is a toughness for my tank and the other is willpower for my DOK
it was a hard hard slog to do it especially as a destro player playing mostly in NA time
