That shouldn't be the case, as on the same video of a player doing the quest, they were level 21 and my RP is level 25. I can come back every now and then when I level up, but I doubt that's the issue since all quest chains I've seen ...

Once I completed step 3 by talking to Brudig Stouthhelm, no new quest was offered or available, thus breaking the quest chain.
