Just take away POUNCE ability from WE or replace it in form of morale1 like SM already have. Should be a change in right direction. And ofc make incognito/shadow prowler for both WH/We abilities last not longer then 30 sec. All community will be fine with that.

No need to buff BG.
Some tweaks maybe for Choking Fury - make ap debuff worth to spec. It was very powerfull on live especially when BG was introduced.
And another fix for Crimson Death. Make it castable on the move like WP Divine Impact, 2 sec cast should be as good like WP ability.

Unless WE is def spec. In tanky spec WE will eat WH. Who cares. There are orher archetypes in game. Ranges for ecample. Describe how to kite those WE maybe. As range u cannot be competitive against class with double stealth, pounce, all avaible cc (ok, without root for this moment), with superior ...

How about make guilotine cast ability? For example 2 sec cast like warrior priest divine impact.

Prolly trollpost. U can easily do thingz w/o armor debuff in Burn Armor.
But if we talking about changes and fixes my proposal is: change Burn Armor into same balanced pounce that already Witch Elf has in Vehement Blades ability.
