For ciritical hit chance reduction yes. You have a base chance to be crit based on your initiative and your opponent has a crit chance. You can reduce both with -crit until you will no longer be critically hit.

Maybe it is time.
Luth6409 commented on 11 Feb 2017It's working as a real heal and this is intended by the devs. I think the "overheal" bug can be fixed once the client can be modified.
