Was wondering this myself. I didn't want a dps meter until I saw this one. Looks like what I am used to using in other MMOs.

It is a 1:1 ratio of people, in a scenario of 24v24. Simply put, if you don’t get in, likely there isn’t enough of the opposing faction playing or trying to queue. If you have 128 destro doing city but only 57 order trying to do city, only 48 order and destro would get in - 2 instances of 24/faction.

I agree that a huge population severely impacts gameplay and cutting down would be an interesting idea; however, some other thoughts should be taken into account. If you are only using 10 people instead of 90, for instance, 80 extra people will now lose out on currency - further creating grinding an...
