No, when cultivating a level one seed you have a chance to get a level 25 material which can be converted to a rank 25 seed. You do this until you reach skillrank 200. Once 200 you can buy or ask another cultivator for some 200 seeds to get started.

The best option for a first, and main, character is always apothecary and cultivating. This is the only profession (cultivating) you can do while pvping. You can have 1 crafting skill and 1 gathering skill. For crafting its either Apothecary(potion making) or Hedge wizzardry(Tali making).
