Had the same, problem is Norton detects WAR-64.exe as a threat, however to bypass this go into Norton settings then Programme Control, search for WAR-64.exe and change the setting from "auto" to "allow", this should then let you to launch and play the game.

I have had the same, but they are fixing things in the background and understand it will go up and down to allow them to stabilise the server, just give it 30mins, should be fine in a bit
