Is the exchange NPC to change an Officer's Medallion to Recruit's Medallion in the game? I have one from farming and I'd like some Decimator's gear for some alts!

Didn't see this mentioned yet, but maybe I missed it. KotBS Sunder seems to be doing more damage than Precision Strike, despite the tooltips to the contrary.
